数字平台赋能何以提升地方政府公信力——以人民网领导留言板为例

How Can Digital Platforms’ Empowerment Improve the Credibility of Local Government? —Taking the Leaders Message Board of People.com.cn as an Example

近年来,互联网+政务平台和“网络问政”逐渐兴起,增加了政务服务和信息公开的便民性和效用性。尤其是领导留言板成为了行使政治权利、参与电子政务的新途径。对于地方政府和领导干部而言,民意诉求在互联网的直观呈现也面临着风险和机遇。通过文献综述与案例分析,探讨了平台赋能如何提升政府公信力的逻辑和机制,即:数字平台通过赋予公众互动参与过程中的外部效能感和参与获得感,优化政府服务水平,实现政府的回应性并达成政社合作共治,建立一种双向赋能的互惠信任。

In recent years, the E-government platform and “participation in network politics” have gradually emerged, making government services and information disclosure more convenient. In particular, the government message board has become a new way to practice political rights and in e-government affairs. For local governments and leaders, the visual presentation of public opinions on the Internet faces both risks and opportunities. Through literature review and the case analysis, this paper discusses the logic and the mechanism of how to enhance the government credibility, namely: digital platforms endow the public with a sense of external efficacy and acquisition in the process of interactive participation, to improve government services, realize the government’s responsiveness and reach the political and social cooperation and co-governance, and establish a mutual trust of two-way empowerment.
