乡村振兴背景下人才振兴的作用机制研究

Research on the Function Mechanism of Talent Revitalization under the Background of Rural Revitalization

党的十九大报告指出乡村振兴是实现乡村的全面振兴,这是农村工作重心的历史性转移,也是实现农村现代化的必由之路。乡村振兴战略提出,乡村振兴的目标是乡村产业振兴、人才振兴、文化振兴、生态振兴和组织振兴,五大振兴各有其侧重点,其中人才振兴是其他四大振兴的牵引点和支撑力。乡村人才作为人才振兴的基础,在乡村振兴中具有重要作用,可以为乡村振兴提供基本人力资源保障,亦是乡村各项工作的实施者与建设者。基于乡村人才在乡村振兴中的重要战略地位,本文就乡村人才振兴在乡村振兴中的作用机制进行研究,并结合对四川道孚县乡村人才个例访谈情况提出乡村应该如何促进乡村人才稳定与发展,进而促进乡村振兴的发展。

The report to the 19th National Congress of the Communist Party of China pointed out that rural revitalization is an all-round rural revitalization, which is a historic shift of the focus of rural work and the only way to realize rural modernization. According to the rural revitalization strategy, the goals of rural revitalization are rural industry revitalization, talent revitalization, cultural revitalization, ecological revitalization and organizational revitalization. Each of five revitalizations has its own priorities, among which talent revitalization is the traction point and support of the other four revitalizations. As the foundation of talent revitalization, rural talents play an important role in rural revitalization, which can provide basic human resources guarantee for rural revitalization, and are also the implementers and builders of various rural work. Based on the important strategic position of rural talents in rural revitalization, this paper studies the role mechanism of rural talent revitalization in rural revitalization, and combined with the interview of rural talents in Daofu County, Sichuan Province, proposes how to promote the stability and development of rural talents, so as to promote the development of rural revitalization.
