我国失业保险促进再就业功能发挥研究

Study on the Function of Unemployment Insurance to Promote Re-Employment in China

如今我国经济已经进入到发展的新常态阶段,在社会发展中失业保险保障失业人员基本生活、预防失业、促进再就业的三大功能仍然发挥着无可替代的作用。但在实践中可以发现失业保险制度促进再就业的功能并没有有效地发挥出来。通过实证研究可以发现失业保险覆盖率和受益率较低、失业保险基金结余较多,使用效率不足、失业人员职业培训未得到重视等是阻碍其促进再就业功能发挥的重要原因,因此建议通过扩大失业保险覆盖范围、创新失业保险金“促就业”使用方法,提高失业保险金使用效率、加强失业人员职业培训等措施,以期为我国失业保险促进再就业功能有效发挥提供一定的启发意义。

Nowadays, China’s economy has entered into a new normal stage of development, and the three functions of unemployment insurance to protect the basic life of the unemployed, prevent unem-ployment and promote re-employment still play an irreplaceable role in social development. However, in practice, it can be found that the function of unemployment insurance system to promote re-employment has not been effectively played out. Through the empirical research, it can be found that the low coverage and benefit rate of unemployment insurance, the large balance of unemployment insurance fund, the lack of efficiency in the use of unemployment insurance funds, and the lack of attention to vocational training for the unemployed are the important reasons that hinder the function of promoting re-employment. Therefore, it is suggested that by expanding the coverage of unemployment insurance, innovating the method of using unemployment insurance benefits to promote employment, improving the efficiency of using unemployment insurance benefits, and strengthening the vocational training of unemployed people, we hope to provide some inspiration for the effective performance of the function of promoting re-employment in China.
