政策扩散的影响因素研究——基于31个省级一体化政务服务平台扩散的事件史分析

A Study on the Influencing Factors of Policy Diffusion—Event History Analysis Based on the Proliferation of 31 Provincial Integrated Government Service Platforms

省级一体化政务服务平台在“互联网 + 政务服务”平台建设中起着承上启下的作用,是推进“互联网 + 政务服务”的关键步骤。本文基于政策扩散理论,以省级一体化政务服务平台政策为研究对象,选取中国大陆31个省级行政区,建立起分析框架,分析省级一体化政务服务平台政策扩散的影响因素。研究表明:地方经济发展水平和地方教育文化水平对省级一体化政务服务政策扩散均有着显著的正向影响;地方官员(书记)年龄对省级一体化政务服务平台政策扩散有着显著的正向影响,而学历则影响不显著;制度压力对省级一体化政务服务平台政策扩散的影响不显著,而竞争压力则有着显著的负向影响。

Provincial integrated government service platform plays a role in the construction of “Internet + government service” platform and is a key step in promoting “Internet + government service”. Based on the policy diffusion theory, this paper takes the provincial-level integrated government service platform policy as the research object, selects 31 provincial-level administrative regions in China's Mainland, establishes an analytical framework, and analyzes the factors influencing the policy diffusion of provincial-level integrated government service platform. The study shows that: local economic development level and local education and culture level have a significant positive effect on the diffusion of provincial integrated government service policies;the age of local officials (secretaries) has a significant positive effect on the diffusion of provincial integrated government service platform policies, while education has no significant effect;institutional pressure has no significant effect on the diffusion of provincial integrated government service platform policies, while competitive pressure has a significant negative effect.
