乡村振兴背景下基层公务员非物质激励及优化路径研究

摘要 随着乡村振兴战略的持续推进,人才越来越受到重视,基层公务员作为乡村振兴战略推进的主力军,是乡村政策落实和工作推进的重要践行者。而在繁重的任务下,基层公务员出现了不同程度的职业倦怠感,为了纾解这种消极情绪,完善激励制度是应有之义。由于地方政府公共财政水平的差异较大,公务员需求在新时代发生了新的变化,因此本研究聚焦于非物质激励方式。本文认为乡村振兴下,激发基层公务员的工作积极性的非物质激励方式包括拓宽晋升发展空间、重视荣誉激励、健全完善容错纠错机制、改善工作环境。 With the continuous promotion of the rural revitalization strategy, more and more attention has been paid to talents. Grass-roots civil servants, as the main force of the rural revitalization strategy, are important practitioners of rural policy implementation and work promotion. Under the heavy tasks, grassroots civil servants have different degrees of job burnout. In order to relieve this negative emotion, it is necessary to improve the incentive system. Due to the great difference in the level of public finance of local governments, the demand of civil servants has undergone new changes in the new era, so this study focuses on the non-material incentives. This paper holds that the non-material incentive ways to stimulate grassroots civil servants’ work enthusiasm under the rural revitalization include broadening the promotion and development space, attaching importance to honor incentive, perfecting the fault-tolerant and error-correcting mechanism, and improving the working environment.
