The Transformation Government Function to Optimize Business Environment, Based on the Mechanism of the Government, Market and Society Mutually Embedded Analysis Framework

随着我国经济社会步入“新时代”,从中央政府到地方政府都空前重视营商环境的建设,营商环境一词也逐渐成为了国家治理领域研究的热点话题,文章基于政府、市场与社会机制互嵌的分析框架,研究在优化营商环境中政府与市场、政府与社会、市场与社会三个关系,通过三者之间的机制互嵌,借助互动式治理激发政府、市场、社会三个主体的活力,以达到优化营商环境的目的。文章还在此分析框架的基础上,提出了优化营商环境的创新路径,从营商环境优化的责任主体、互动机制、核心制度、评价标准等方面入手,构建政府、市场、社会互联互动的营商环境治理长效机制。

As our economy and society enter a “new era”, from the central government to the local govern-ment, there is an unprecedented emphasis on building a business environment. The term business environment has gradually become a hot topic in the field of national governance. This paper is based on the analytical framework of government, market and social mechanism, to study the relationship between government and market, government and society, market and society in optimizing the business environment. Through the interlocking of the mechanisms between the three, interactive governance can stimulate the vitality of government, market and society to optimize the business environment. On the basis of analyzing the framework, this paper puts forward the innovation path of optimizing the business environment, starting from the main body of business environment optimization, interactive mechanism, core system and evaluation standard, and constructs the long-term mechanism of business environment governance of government, market and social interconnection interaction.
