摘要
在经济和教育全球化的推动下,围绕世界大学排名对高校、政府高教政策和国家高等教育发展的影响的争论俨然成为学术界和新闻媒体的普遍话题。本文通过分析波兰、捷克、匈牙利等中东欧国家在2015~2021年的高校数量世界TOP1000变化情况以及重点高校排名趋势,在结合各国高教政策的基础上,探究中东欧国家高教政策对其大学世界排名的影响以及世界大学排名和高教改革之间的内在联系,为其他相似发展国家的高教改革提供一定参考价值,并丰富学术界在这一领域的研究。最后,对中东欧国家及相似国家的教育发展提出如下建议:第一,努力提高本国的综合实力,建立符合本国发展的健康的高教价值观;第二,加强区域内交流与合作,推动高等教育资源整合与优化;第三,广泛与非文化霸权和非后殖民主义国家进行高教合作。
Driven by the globalization of economy and education, the debate about the impact of World University Rankings on universities, Higher Education Policies, and national higher education development has become a common topic in academia and news media. By analyzing the changes in the number of Top 1000 universities in the world and the ranking trend of key universities in central and eastern European countries such as Poland, the Czech Republic, and Hungary from 2015 to 2021, and on the basis of national higher education policies, this paper explores the impact of higher education policies in central and eastern European countries on their university world rankings and the internal relationship between World University Ranking and higher education reform, providing some reference value for the higher education reform of other similar developing countries, and enriching the research in this field. Finally, it puts forward the following suggestions for the educational development of central and eastern European countries and similar countries: first, strive to improve their comprehensive strength and establish healthy higher education values in line with their own development;second, strengthen regional exchanges and cooperation and promote the integration and optimization of higher education resources;third, extensive cooperation in higher education with non-cultural hegemonic and non-postcolonial countries.
