易地扶贫搬迁后续社区居民参与治理研究

Research on Community Residents’ Participation in Governance after Relocation for Poverty Alleviation

随着进入脱贫后续巩固脱贫成果同乡村振兴有效衔接阶段,在社会治理现代化的发展要求下,易地扶贫搬迁社区居民在脱离原有生活场域后,面临自身情感认同不足与社区融入难、个人生活成本压力大、社区参与度低等现实困境,社区治理也停留在基本的生活环境领域。共同体理念在社区治理中强调情感、集体利益动机下的行动以及内部治理主体之间的相互依赖,可以有效的解决当前易地扶贫搬迁社区治理居民融入参与的问题,增强社区居民“归属感、获得感、参与感”,共同推动易地扶贫搬迁社区治理融入现代化建设中。

As we enter the stage of effective connection between the follow-up consolidation of poverty al-leviation achievements and rural revitalization, and under the development requirements of the modernization of social governance, the relocated community residents of ex situ poverty alleviation are faced with such practical difficulties as insufficient emotional identity, difficult community integration, high personal cost of living pressure, and low community participation after leaving the original living field, and Community Governance also stays in the field of basic living environment. The concept of community in Community Governance emphasizes actions motivated by emotion and collective interests, as well as interdependence between internal governance subjects, which can effectively solve the problem of integration and participation of Community Governance residents in relocation of ex situ poverty alleviation, enhance the “sense of belonging, sense of gain, and sense of participation” of community residents, and jointly promote the integration of Community Governance in relocation of ex situ poverty alleviation into modernization.
