政策工具视角下重庆市养老服务政策文本分析

A Textual Analysis of the Elderly Care Service Policy in Chongqing from the Perspective of Policy Tools

文章基于政策工具视角,对重庆市2014~2021年出台的18份养老服务政策进行文本内容分析。分析结果显示,目前重庆市养老服务政策由单一部门发布的占绝大多数,多部门联合发布的较少;三类政策工具的使用出现了失衡现象,其中,供给型及环境型政策工具的使用相对较多,而需求型政策工具相对缺乏,且就每一类政策工具而言,其内部各项子工具的使用情况同样存在着不均衡的现象。因此,重庆市政府应注重加强政策发布部门间的协同性和政策工具组合结构的科学性,合理调整政策工具的使用,通过综合使用多种政策工具组合吸引社会力量加入养老事业和产业,推进养老服务多元主体协作体系发展,以更好地实现养老服务的一体化供给。

Based on the perspective of policy tools, this paper analyses the textual content of 18 policies on elderly care services issued by Chongqing Municipality from 2014~2021. The results of the analysis show that the majority of the policies on elderly care services are issued by a single department, while fewer are issued jointly by multiple departments. There is also an imbalance in the use of sub-tools within each policy tool. Therefore, the Chongqing municipal government should focus on strengthening the synergy between policy issuing departments and the scientific structure of policy tool combinations, reasonably adjusting the use of policy tools, supporting the development of various social actors through a combination of policy tools, and promoting the development of a collaborative system of multiple actors in elderly care services, so as to better realize the integrated supply of elderly care services.
