志愿活动已经成为中国社会生活的一部分。广西H市的“全民艺术普及——情暖乡村同欢乐”文化志愿服务项目构造了以志愿者与志愿团队为底层支撑,以“乡村大舞台”“乡村大展台”“乡村大讲堂”三种服务形式为主体骨架,以《H市群众艺术馆“文化志愿者之家”活动管理暂行办法》为章法和准则,以公共文化“互联互通”服务平台为重要创新力量源泉的项目制度体系。项目通过弥补政府失灵,整合社会资源,依托群众支持构成项目运行逻辑。当前,项目仍然存在志愿品牌知名度不够高、队伍建设有待加强、志愿项目资金来源有限、激励和保障机制相对不健全、志愿服务实践与培训机会较少、服务结构较为单一等可完善的空间。未来,项目需要提高品牌知名度、加强志愿队伍建设、拓宽资金来源渠道、完善激励和保障机制、增加实践与培训机会、优化志愿服务结构。
Volunteering has become a part of Chinese social life. The cultural voluntary service project of “Popularization of Art for All—Love and Joy in the Countryside” in H City in Guangxi has been constructed with volunteers and voluntary teams as the underlying support, with “rural big stage”, “rural big exhibition stand” and “rural big lecture hall”. The service form is the main framework, with the “Interim Measures for the Management of ‘Cultural Volunteer Home’ Activities of the Mass Art Museum in H City” as the rules and guidelines, and the public cultural “interconnection” service platform as an important source of innovative power for the project system. This project makes up for government failures, integrates social resources, and relies on the support of the masses to form the logic of project operation. At present, there is still room for improvement in this project, such as insufficient voluntary brand awareness, team building needs to be strengthened, limited funding sources for voluntary projects, relatively unsound incentive and guarantee mechanisms, few opportunities for voluntary service practice and training, and a relatively simple service structure. In the future, this project needs to increase brand awareness, strengthen the construction of volunteer teams, broaden funding sources, improve incentive and guarantee mechanisms, increase practice and training opportunities, and optimize the volunteer service structure.
