摘要
在十四五时期,国家大力推动乡镇社工站的全覆盖,并通过政府购买的方式,将基层公共治理服务能力转移给乡镇社工站。本文以广西S县乡镇社工站为例,通过对基层乡镇社工站的研究,展现在少数民族地区背景下乡镇社工站的运行建设成效以及目前面临的不协同性问题:队伍建设质量与专业要求不协同、村级服务工作“上下”建设不协同、项目推动力与预期执行力不协同。运用协同治理理论探讨社工机构、村委、政府三方主体采取的可行措施,通过协同治理构建三方合力的乡镇社工站建设体系,为推动乡镇社工站的成长和发展提供参照。
During the 14th Five-Year Plan period, the state vigorously promoted the full coverage of township social work stations and transferred the basic public governance service capacity to township social work stations through government purchase. Taking the township social work station in S County, Guangxi as an example, through the research on the grass-roots township social work station, this paper shows the effectiveness of the operation and construction of the township social work station under the background of ethnic minority areas and the uncoordinated problems it faces at present: the quality of team building is not in harmony with professional requirements, the “up and down” the construction of village-level service work is not in harmony, and the project driving force is not in harmony with the expected execution. Using the theory of collaborative governance, this paper discusses the feasible measures taken by social work institutions, village committees and governments, and constructs the tripartite construction system of township social work stations through collaborative governance, which provides a reference for promoting the growth and development of township social work stations.
