科技创新背景下中小企业发展中的政府职能研究——以“专精特新”政策为例

Research on Government Functions in the Development of Small and Medium-Sized Enterprises under the Background of Scientific and Technological Innovation —Taking the Policy of “Specialized, Refinement, Differential and Innovation” as an Example

中小企业在我国的经济发展中扮演着至关重要的角色,在促进经济增长、有效增加就业、推动科技创新与维护社会和谐等领域发挥着重要作用,对我国国民经济和社会发展具有战略意义。党的十八大以来,国家明确提出实施创新驱动发展战略,把创新摆在了经济发展中的首要地位,而作为科技创新的重要载体和实现途径,在科技创新背景下,国家对于科技型中小企业的发展也愈发重视,出台了一系列政策措施助力科技型中小企业的发展。其中,“专精特新”政策正是国家支持科技型中小企业发展的一项强力举措。本文以“专精特新”政策为切入点,介绍了当前我国科技创新的背景,分析了科技型中小企业发展中存在的困境,总结了政府在促进科技型中小企业发展过程中发挥了哪些职能,同时结合当前的发展趋势,试着提出了一些政府应该持续完善的职能。

Small and medium-sized enterprises play a vital role in China’s economic development, and play an important role in promoting economic growth, effectively increasing employment, promoting scientific and technological innovation and maintaining social harmony, which has strategic significance to China’s national economic and social development. Since the eighteenth congress, the country clearly put forward the implementation of the innovation-driven development strategy, putting innovation in the primary position in the economic development, and as an important carrier and way to realize scientific and technological innovation, under the background of scientific and technological innovation, the country for the development of science and technology of small and medium-sized enterprises, a series of policies and measures to boost the development of small and medium-sized enterprises. Among them, the policy of “Specialized, Refinement, Differential and Innovation” is a strong measure of the state to support the development of small and medium-sized technology-based enterprises. In this paper to “Specialized, Refinement, Differential and Innovation” policy as the breakthrough point, this paper introduces the current background of scientific and technological innovation in our country, analyzes the difficulties in the development of small and medium-sized enterprises, summarizes the government functions in the development of small and medium-sized enterprises, combined with the current development trend at the same time, try to put forward some of the functions of the government should continue to improve.
