信息技术的加速发展使得数字化技术在各个领域得以广泛运用。在基层社会治理领域,以数字化技术等智慧手段革新传统治理方式、治理内容等以优化基层政府结构、提升基层社会治理效能,进而提高民众对基层社会治理的满意度。在此背景下,以战略三角模型理论框架为切入点,寻求基层社会治理智慧化过程中与公共价值管理理论所蕴含的核心内容契合之处,期望能够对探索智慧赋能基层社会治理新路径提供新思路。利用数字信息技术与现代社会治理手段相结合,是基层政府主动调适的过程,积极转变无法有效解决复杂性社会问题的传统治理方式与手段等。

The accelerated development of information technology makes digital technology widely used in various fields. In the field of grassroots social governance, smart means such as digital technology are used to innovate traditional governance methods and governance contents to optimize the structure of grassroots government and improve the effectiveness of grassroots social governance, so as to improve people’s satisfaction with grassroots social governance. In this context, the theoretical framework of the strategic triangle model is taken as the starting point to seek the core content of the intelligent process of grassroots social governance and the public value management theory, hoping to provide new ideas for exploring the new path of intelligent empowerment of grassroots social governance. The combination of digital information technology and modern social governance means is a process of active adjustment by grass-roots governments, actively changing the traditional governance methods and means that cannot effectively solve complex social problems.
