摘要
农村基层党组织是连接政府和农民的纽带,是国家实施乡村振兴战略的有效保障。党组织内部领导队伍的构建是顺利开展农村基层工作的坚固基石。从现阶段我国呈现的领导队伍样态来看,一般分为“乡贤精英型”“好人型”和“政绩型”,由于“涣散型”领导队伍出现较少往往被政府和学界研究所忽视。因此,文章通过收集相关研究文献,结合分析典型案例,汇总实地考察经验,从产生缘由,形成过程和影响后果出发,对该类型的产生机制进行探究。研究发现,“涣散型”的领导队伍受到内部斗争和外部挤压两种因素的影响,出现了“真涣散”和“假涣散”的双重表象,追溯根源是领导队伍内部个人管理的涣散和外部群众领导的涣散,文章对此本源的成因进行反思并提出相关建议。
Rural grass-roots party organizations are the link between the government and farmers, and the effective guarantee for the country to implement the rural revitalization strategy. The construction of the leading team within the Party organization is a solid cornerstone for the smooth development of rural grassroots work. From the current state of the leadership team in our country, it is generally divided into “rural elite type”, “good person type” and “performance type”, because the “lax” leadership team is rarely appeared, it is often ignored by the government and academic research. Therefore, by collecting relevant research literature, combining with the analysis of typical cases and summarizing field investigation experience, this paper explores the generation mechanism of this type from the perspective of the cause, formation process and impact consequences. The research finds that the “slack” leadership team is affected by internal struggle and external squeeze, and there are dual appearances of “true slack” and “false slack”. The root cause is the slack of individual management inside the leadership team and the slack of external mass leadership. The article reflects on the cause of this source and puts forward relevant suggestions.
