三治结合与乡村治理现代化的耦合机制研究

Research on the Coupling Mechanism of the Combination of the Three Governance and the Modernization of Rural Governance

三治结合是实现乡村善治和乡村振兴的有利抓手,与推进乡村治理现代化中的治理体系现代化存在显性耦合,同时与乡村治理能力现代化存在隐性耦合。文章通过对三治结合与乡村治理现代化在实际治理过程中的,发现二者之间存在互动机制、反馈机制、协调发展机制,并提出补充政策与法律支持、增强教育培训,鼓励实践与创新,促进治理参与、构建协调机制等措施巩固二者之间的耦合关系,以实现乡村治理的现代化,实现乡村善治。

The combination of three governance is a favorable grip for achieving good rural governance and rural revitalization, and there is explicit coupling with the modernization of the governance system in promoting the modernization of rural governance, and at the same time, there is implicit coupling with the modernization of rural governance capacity. This paper, through the combination of three governance and modernization of rural governance in the actual governance process, finds that there are interaction mechanisms, feedback mechanisms, and coordinated development mechanisms between the two, and proposes measures to consolidate the coupling between the two by supplementing policy and legal support, enhancing education and training, encouraging practices and innovations, promoting participation in governance, and constructing a coordinating mechanism, so as to realize the modernization of rural governance and achieve good governance in the countryside.
