成渝双城经济圈人才协同政策比较及优化

摘要 人才是第一资源,人才的结构和素质对城市的发展至关重要。成渝双城经济圈已经提升到国家战略高度,给区域人才协同发展提出了新需求。本文以成渝双城为研究对象,根据成渝地区已发布的人才政策,构建以引进人才定级、人才支持、人才培养和人才保障政策为四个维度的人才评价比较体系,对成渝的人才政策进行比较,从中发现成渝双城经济圈人才政策协同发展过程中存在政策协同统筹规划不足、人才资源分布不均、人才资源流动不畅等问题,并提出通过宏观统筹规划、建立协同共享机制、改革人才配套制度等有效措施,推动成渝双城经济圈人才政策协同发展。 Talent is the first resource, and the structure and quality of talent is crucial to the development of cities. Chengdu-Chongqing Twin Cities Economic Circle has been upgraded to the national strategic height, which puts forward a new demand for the synergistic development of regional talents. This paper takes Chengdu-Chongqing Twin Cities as the research object, according to the talent policy that has been released in Chengdu-Chongqing area, constructs the talent evaluation comparison system with the introduction of talent grading, talent support, talent cultivation and talent protection policy as the four dimensions, compares the talent policy of Chengdu-Chongqing, and finds that there exists the insufficient policy coordination and overall planning in the process of the synergistic development of talent policy in Chengdu-Chongqing Twin Cities Economic Circle, the uneven distribution of talent resources and the poor flow of talent resources. It also proposes to promote the synergistic development of talent policy in Chengdu-Chongqing Twin Cities Economic Circle through effective measures such as macro-coordinated planning, establishment of synergistic sharing mechanism, and reform of talent supporting system.
