政策执行的品质分析——基于S市社工站发展现状的审视

Quality Analysis of Policy Implementation—An Examination Based on the Development Status of Social Work Stations in S City

自2020年民政部召开加强乡镇(街道)社会工作人才队伍建设推进会以来,全国各地相继出台支持社工站建设的政策文件与试点方案,各地也逐步探索出适合自身本土发展的社工站建设模式;该研究通过对新疆地方及国家层面有关社工站建设的政策文本进行整理分析,并对S市多家社工服务站开展实地调研,深入机构内部观察并参与其日常服务工作,了解当前新疆社工站政策落实及考量模式,以政策执行等视角解释新疆乡镇(街道)社会工作服务站在实现政策落实方面所遇到的困境与不足,把握政策导向与政策支持,探索新疆社工站发展新模式。Since the Ministry of Civil Affairs convened a promotion meeting to strengthen the construction of social work talent teams in towns (streets) in 2020, local governments across the country have successively issued policy documents and pilot programs to support the construction of social work stations. Each region has gradually explored its own mode of social work station construction suitable for local development. This study conducts a comparative analysis of policy texts related to the construction of social work stations in Xinjiang at the local and national levels and conducts on-site research in multiple social work service stations in S City. By observing and participating in the daily work of these institutions, the study aims to understand the current implementation and considerations of Xinjiang’s social work station policies. From the perspective of policy implementation, this study explains the difficulties and deficiencies encountered by social work service stations in towns (streets) in Xinjiang in achieving policy implementation, grasps policy guidance and support, and explores new models of social work station development in Xinjiang.
