党建引领乡村治理法治化水平提升的现实困境及实践路径

The Realistic Dilemma and Practical Path of Party Building Leading the Improvement of the Rule of Law in Rural Governance

乡村治理法治化是中国社会主义现代化建设的重要组成部分,实现乡村治理法治化是国家治理能力现代化、实现依法治国战略目标的重要环节,对于推进乡村治理体系和治理能力现代化具有重要意义。随着乡村社会的不断发展,乡村治理法治化水平亟待提升,基层党组织被认为是提升乡村治理法治化水平的关键力量。进入新时代,我国乡村法治建设成效显著,但仍存在着一定不足,主要表现为党组织建设亟待加强、乡村法治意识淡薄、乡村治理法治化的主体碎片化等难题。遂提出以党建引领推进乡村治理法治化,通过加强党的政治建设,提升乡村治理主体法治意识、完善多元主体协同治理的机制等路径推进乡村社会治理法治化的实践,助推党建引领乡村治理法治化水平提升。The legalization of rural governance is an important component of China’s socialist modernization construction. Realizing the legalization of rural governance is an important link in modernizing national governance capacity and achieving the strategic goal of rule of law. It is of great significance for promoting the modernization of rural governance system and governance capacity. With the continuous development of rural society, the level of rule of law in rural governance urgently needs to be improved, and grassroots party organizations are considered a key force in enhancing the level of rule of law in rural governance. In the new era, China’s rural rule of law construction has achieved remarkable results, but there are still certain shortcomings, mainly manifested in the urgent need to strengthen party organization construction, weak awareness of rural rule of law, and the fragmentation of the main body of rural governance rule of law. Therefore, it is proposed to promote the rule of law in rural governance under the leadership of Party building. By strengthening the political construction of the Party, enhancing the legal awareness of rural governance subjects, and improving the mechanism of collaborative governance among multiple subjects, the practice of promoting the rule of law in rural social governance can be promoted, and the level of Party building leading the rule of law in rural governance can be improved.
