How to Build Grassroots Governance Community: An Integrated Analysis Framework

基层治理共同体构建是推进基层治理体系和治理能力现代化建设的重要内容。文章在既有研究成果的基础上,构建了包括“嵌入–互动–赋能”三个核心维度的整合性分析框架。研究发现,基层治理主体之间存在的多重嵌入关系为基层治理共同体构建奠定了必要基石;在动员基础上通过持续互动形成的价值认同为基层治理共同体提供价值基础;多元赋能贯穿嵌入动员与互动认同两方面,为共同体构建提质增效。未来,要进一步完善嵌入机制、健全互动机制与增强赋能机制,促进基层治理共同体构建,推动基层治理体系和治理能力现代化。The construction of grass-roots governance communities is an important element in promoting the modernization of the grass-roots governance system and governance capacity. On the basis of the existing research results, this paper constructs an integrated analysis framework including three core dimensions of “embeddedness, interaction and empowerment”. It is found that the multiple embedded relationships among grassroots governance subjects lay the necessary foundation for the construction of a grassroots governance community;the value identity formed through continuous interaction on the basis of mobilization provides the value foundation for the grassroots governance community;and the multiple empowerment runs through the embedded mobilization and interactive identity, which improves the quality of the community construction and enhances the efficiency. In the future, it is necessary to further improve the embedding mechanism, improve the interaction mechanism and enhance the empowerment mechanism, promote the construction of the community of grassroots governance, and promote the modernization of the system and capacity of grassroots governance.
