我国公共危机管理中政府信息公开问题及对策探析

Analysis of Issues and Countermeasures of Government Information Disclosure in Public Crisis Management in China

公共危机管理中的政府信息公开是危机治理的关键环节,政府部门作为社会治理和公共服务的中坚力量,在行使公共职权治理社会危机过程中需要保持高度的公开性和透明度,保障公民的基本权利的行使,从而在实现社会民主法治建设,提高政府公信力,建设良好政府形象和维护社会稳定中发挥至关重要的作用。文章通过相关案例分析和文献查阅,对我国现行的公共危机治理中的政府信息公开的问题进行了初步研究,认为在我国的危机信息公开中存在着危机信息公开机制不完善、监督制约机制力度不足、信息公开时效性差、对个人信息保护不足等问题,并针对这些不足提出了几条对策建议,希望能对政府危机管理信息公开工作的效能提升提供良好的参考。Government information disclosure in public crisis management is a crucial aspect of crisis governance. As the backbone of social governance and public services, government departments must maintain a high degree of openness and transparency while exercising public authority to manage social crises. This ensures the exercise of citizens’ basic rights, playing a vital role in promoting social democratic legal system construction, enhancing government credibility, building a positive government image, and maintaining social stability. Through case studies and literature review, this paper conducts a preliminary study on the issues of government information disclosure in the current public crisis management in China. It finds that there are several problems, such as an incomplete mechanism for crisis information disclosure, insufficient supervisory and restraining mechanisms, poor timeliness of information disclosure, and inadequate protection of personal information. Based on these issues, the paper proposes several countermeasures and suggestions, hoping to provide valuable references for improving the efficiency of government information disclosure in crisis management.
