TOE视角下数字技术驱动基本公共服务均等化实现的路径研究

Research on the Path of Achieving Equalization of Basic Public Services Driven by Digital Technology under the TOE Perspective

基本公共服务均等化是实现共同富裕与中国式现代化奋斗目标的主要途径之一。本文基于技术–组织–环境(TOE)模型,从技术、组织和环境三个维度构建数字技术驱动基本公共服务均等化的分析框架,并提出了技术赋能、组织赋权以及环境优化的实现路径,技术角度主要是完善基础设施、提高应用能力和安全保障;组织角度主要是提升领导注意力、增加公民信任度,达到政社合作协同机制;环境角度主要是提高公民素养、营造数字发展环境以及满足公民数字化服务需求。文章期望为加速推进基本公共服务均等化,助力实现共同富裕有所启示。Equalization of basic public services is one of the main ways to achieve the goals of commonwealth and Chinese-style modernization. Based on the Technology-Organization-Environment (TOE) model, this paper constructs an analytical framework for digital technology-driven equalization of basic public services from the three dimensions of technology, organization and environment, and proposes the realization paths of technological empowerment, organizational empowerment and environmental optimization, which from the technological perspective are mainly to improve the infrastructure, application capacity and security;From the organizational perspective are mainly to enhance the attention of the leadership, to increase the trust of citizens and to the organizational perspective is to improve leadership attention, increase citizens’ trust, and achieve a synergistic mechanism of cooperation between the government and society;The environmental perspective is to improve citizens’ literacy, create a digital development environment, and satisfy citizens’ demand for digital services. This paper is expected to shed some light on accelerating the equalization of basic public services and helping to realize commonwealth.
