关于推动基层决策气象服务高质量发展的思考

Thoughts on Promoting the High Quality Development of Grassroots Decision-Making Meteorological Service

决策气象服务是气象部门最主要的业务之一,是地方党委、政府部署防灾减灾工作的重要参考依据,也是保障地方经济社会发展,降低气象灾害损失的重要抓手。为进一步推动基层决策气象服务高质量发展,通过走访、召开座谈会、电话采访、案例学习等方式,全面收集铜仁市决策气象服务相关工作开展情况,并结合《气象高质量发展纲要(2022~2035)》,提出通过强化监测预报预警、构建跨领域防灾减灾服务体系、完善平台建设、建立决策经验库、加强人才培养等措施促进基层防灾减灾决策气象服务工作高质量发展。

Decision-making meteorological service is one of the most important business of meteorological departments, is an important reference for local party committees and governments to deploy disaster prevention and reduction work, and is also an important starting point for ensuring local economic and social development and reducing meteorological disaster losses. In order to further promote the high-quality development of decision-making meteorological services at the grass-roots level, through visits, symposia, telephone interviews, case studies and other means, a comprehensive collection of the work related to decision-making meteorological services in Tongren City, combined with the “High-quality Meteorological Development Outline (2022~2035)”. It is proposed that measures such as strengthening monitoring, forecasting and early warning, building cross-field disaster prevention and reduction service system, improving platform construction, establishing decision-making experience base, and strengthening personnel training can promote the high-quality development of grassroots disaster prevention and reduction decision-making meteorological service.
