非首都教育功能疏解研究

摘要 在京津冀协同发展被提升到国家战略层面之际,首都北京的“城市病”却愈发严重。故而,为解决此项问题,使其更好地服务于京津冀协同发展战略,非首都功能疏解也被提上政府工作日程。文章首先对“非首都功能”的相关概念进行梳理,又因研究首都教育在国家和区域发展大局中的重要角色和职责性,将研究重点立足于非首都教育功能的疏解。在对“非首都教育功能”提出了具体认识后,进一步阐述其内涵。并在柴野昌山搭建的对教育功能的分析框架之上,相继对“疏解哪些非首都教育功能”、“非首都教育功能谁来疏解”、“怎么疏解”这三个问题进行了相关研究,望能对非首都教育功能的疏解工作产生积极的推动作用。 At a time when Beijing’s coordinated development has been elevated to the level of national strategy, the “urban disease” in the capital Beijing is becoming more serious. Therefore, in order to solve this problem and make it better serve the cooperative development strategy of Bei-jing-Tianjin-Hebei Region, non-capital functional solution is also put on the government work agenda. This article first teases out the concept of “non-capital function”, and because of the study of the important role and responsibility of capital education in the national and regional development of the overall situation, will focus on the non-capital education function of the solution. After the concrete understanding of the function of non-capital education, the connotation is further expounded. On the basis of Shibano Masaama’s analysis of educational functions, he has made a series of researches on “which functions of non-capital education should be eliminated”, “who should solve the functions of non-capital education” and “how to solve them”. These three issues have been examined with a view to contributing positively to the elimination of non-capital educational functions.
