爱国主义教育制度体系建设是加强爱国主义教育的前提和基础,也是引导公民爱国主义行为走向理性、科学的有效措施,爱国主义教育制度体系建设应当以解决现有制度建设的问题为出发点,对症下药、有的放矢。主要从进一步加强顶层设计、明确总体要求,制定建设规划,开展制度清理,从完善爱国主义教育法律法规、政策制度及社会规范等几个方面着手。

The construction of the patriotism education system is the premise and basis for strengthening the patriotism education, and also an effective measure to guide citizens’ patriotic behavior to-wards rationality and science. The construction of the patriotism education system should take solving the problems of the existing system construction as the starting point, and be targeted at the disease. Strengthening top-level design, defining overall requirements, formulating construction plans, carrying out system cleaning, and improving laws, regulations, policies and social norms on patriotism education are mainly effective measures.
