基于权力规制理论的民办本科高校三级管理体制改革的研究

摘要 本文以民办本科高校校院系三级管理体制为研究对象,通过分析当前校院系管理体制存在的问题,从权力分配、职能分工、地位定位和管理方式等四个方面分析校院系三级责权利关系,以权力规制理论为指导,提出建立权力分配与协调机制、权力约束与监督机制、激励机制与绩效评价体系为核心的改革方案,实践结果显示基于权力规制理论的校院系三级管理改革有效促进校院系之间合作与创新,促进学校内外各方资源的优化配置与充分利用,能有效提高民办本科高校办学质量和效益。 This article takes the three-level management system of private undergraduate universities as the research object. By analyzing the problems existing in the current management system of universities, colleges, and departments, it analyzes the relationship between the three levels of responsibilities and rights of universities, colleges, and departments from four aspects: power distribution, functional division of labor, status positioning, and management methods. Guided by the theory of power regulation, it proposes the establishment of power distribution and coordination mechanisms, power constraint and supervision mechanisms. The reform plan with incentive mechanism and performance evaluation system as the core, and the practical results show that the three-level management reform based on power regulation theory effectively promotes cooperation and innovation between schools and departments, promotes the optimal allocation and full utilization of resources from both inside and outside the school, and can effectively improve the quality and efficiency of private undergraduate universities.
