多源流视角下公共管理专业课程思政教育研究

摘要 公共管理专业为政府部门、企事业单位服务,输送综合型应用型的国家治理人才,注重培养人才的崇高修养与复合能力。因此在公共管理专业贯彻“立德树人”的要求尤其重要,推进课程思政建设势在必行。本文从关键问题构成、政策方案来源与政治因素判析三条源流出发,分析高校课程思政建设开启政策之窗的过程。借助对公共管理专业学生的访谈调查,探究公共管理专业课程思政建设未开启政策之窗的制约性因素,并从政府、高校与专业课教师三重路径优化现存问题,加速公共管理专业课程思政建设政策之窗的开启。推动培养德才兼备、全面发展的新时代公共管理专业青年,为国家治理人才库增添后备力量。 Public management majors serve government departments, enterprises and institutions, transport comprehensive and applied national governance talents, and pay attention to cultivating talents’ noble accomplishment and compound ability. Therefore, it is particularly important to implement the requirements of “cultivating morality and educating people” in public management majors, and it is imperative to promote the ideological and political construction of courses. Starting from the three sources of key problem composition, policy scheme source and political factor analysis, this paper analyzes the process of opening the policy window of ideological and political construction of college courses. With the help of interviews and surveys of students majoring in public management, this paper explores the restrictive factors of the ideological and political construction of public management courses that have not opened the policy window, and optimizes the existing problems from the triple path of government, universities and professional teachers to accelerate the opening of the policy window of ideological and political construction of public management courses. Promote the cultivation of youth majoring in public management with both political integrity and all-round development in the new era, and add reserve forces for the national governance talent pool.
