高校纪检监察信访工作的现实困境与路径选择

高校纪检监察部门的信访工作存在着信访材料难以转化为问题线索、问题线索成案率低、重复信访难以化解等问题。这些问题产生的主要原因在于信访法治理念的淡薄、信访机构的中立地位缺乏合法性、信访处理缺乏公开性、信访工作程序法治化程度较低。法治化建设是高校纪检监察部门克服的信访工作现实困境的必经之路。高校纪检监察部门必须从全面推进依法治校的全局出发,把信访工作纳入法治化轨道,才能真正化解信访问工作的困境。

There are a lot of realistic dilemma in the work of the university’s inspection and supervision de-partments, such as the petition materials being difficult to be transformed into problem clues, problem clues being difficult to be transformed into case and repeated petition being difficult to be resolved. The main reasons for these problems are the weak concept of the law on the work of solving petition, the lack of legitimacy in neutrality of petition solving agencies, the lack of openness in petition handling, and low degree of legalization of petition solving work procedures. The construction of the law rule is the only way for the disciplines and supervision departments of universities to overcome the real difficulties. The dilemma will not be resolved until the discipline and supervision department of a university proceeds from the legalization promotion in governing school and puts the petition handling work under the rule of law.
