基于《SCM协定》探讨我国新能源汽车补贴政策的不足

Based on the “SCM Agreement” to Discuss the Insufficiency of Our Country’s New Energy Vehicle Subsidy Policy

在政府一系列税收优惠、财政补贴等政策支持下,我国的新能源汽车获得了良好的发展。但我国对新能源汽车采取的补贴政策可能违反SCM协定中的补贴政策,容易遭到他国对我国提起禁止性补贴或者可诉补贴之诉,不利于我国新能源汽车企业的发展。因此,通过借鉴他国的补贴政策,建立中央和地方的补贴统一监管,审慎出台我国的补贴政策,提高透明度,以此来避免遭受专项性审查。

With the support of a series ofgovernment tax incentives, financial subsidies and other policies, my country’snew energy vehicles have achieved good development. However, my country’ssubsidy policy for new energy vehicles may violate the subsidy policy in theSCM agreement, and it is easy to be prosecuted by other countries forprohibitive subsidies or litigable subsidies against China, which is notconducive to the development of my country’s new energy vehicle enterprises.Therefore, by drawing on the subsidy policies of other countries, establishunified supervision of central and localsubsidies, prudently promulgate my country’s subsidy policies, and increase transparency,in order to avoid being subject to special review.
