跨境电商视域下个人信息保护的困境与出路

摘要 电子商务的出现给予了人们生活极大的便利,而跨境电商的蓬勃发展大大促进了国际贸易的繁荣,加强了各国之间的相互交流。但在跨境电商进入一个快速发展的阶段之后,消费者的个人信息会面临着巨大的风险和挑战,即跨境电商平台和经营者在掌握了大量的个人信息之后,可能会出现泄露、不正当使用个人信息的现象,从而侵害消费者的合法权益。因此,要从国内和国际两个层面出发,构建起跨境电商中消费者个人信息的保护制度,以期消除消费者在交易时的后顾之忧,从而促进经济的发展和维护跨境交易的安全。The emergence of e-commerce has given people great convenience in life, and the vigorous development of cross-border e-commerce has greatly promoted the prosperity of international trade and strengthened the mutual exchange between countries. However, after cross-border e-commerce enters a stage of rapid development, consumers’ personal information will face huge risks and challenges, that is, after cross-border e-commerce platforms and operators have mastered a large amount of personal information, there may be leakage and improper use of personal information, thus infringing on the legitimate rights and interests of consumers. Therefore, it is necessary to build a protection system for consumers’ personal information in cross-border e-commerce from both domestic and international levels, in order to eliminate consumers’ worries during transactions, so as to promote economic development and maintain the security of cross-border transactions.
