乡村振兴战略下妇女小额担保贷款支持县域女性创业就业现状调查——以江西省赣州市会昌县为例

Investigation on the Status Quo of Women’s Small Guaranteed Loans to Support Female Entrepreneurship and Employment in Counties under the Rural Revitalization Strategy—Taking Huichang County, Ganzhou City, Jiangxi Province as an Example

妇女小额担保贷款财政贴息政策,切实帮助创业妇女解决创业资金瓶颈问题,扶植和带动了千万妇女创业就业。江西省会昌县积极响应政府政策,落实妇女小额担保贷款政策,但在实施过程中存在着就业创业金融支持政策宣传力度不够,女性创业致富典型的辐射引领作用不足,政府与金融机构的合作对接不够,贷款额度统一标准难以适应女性创业资金多样性需求等问题。本文针对存在的问题提出加大妇女小额担保贷款宣传推广力度,明确妇联组织在推进妇女创业政策中的定位,提供“融资 + 融智”双支持,借助金融科技赋能灵活设计贷款额度等改进措施。

The financial subsidy policy for women’s small guaranteed loans has effectively helped women entrepreneurs solve the bottleneck of entrepreneurial funds, and has nurtured and promoted the employment of tens of millions of women. Huichang County, Jiangxi Province actively responded to government policies and implemented the policy of small guaranteed loans for women, but in the process of implementation, there were problems such as insufficient publicity of employment and entrepreneurship policies, insufficient radiation and leading role of female entrepreneurship to get rich, insufficient cooperation and docking between the government and financial institutions, and unified standards for loan amounts that are difficult to meet the diversified needs of women’s entrepreneurial funds. In view of the existing problems, this paper proposes to increase the publicity and promotion of women’s small guaranteed loans, clarify the positioning of women’s federation organizations, provide “financing + wisdom” dual support, and flexibly design loan lines with the help of financial technology empowerment.
