试论澜沧江合理开发的国际公益效应

On the International Public Benefit Effect of Rational Development of Lancang River

研究从湄澜流域的开发规划与现状入手,通过分析中国境内澜沧江干流梯级开发对下游国家和地区在抗旱、防洪、供电和生态等领域产生的影响,系统归纳和总结澜沧江开发的国际公益效应;研究还提出,以上国际公益效应的实现是以中国方面牺牲自身一定利益为代价的,因此流域各国今后应共同关注的协调补偿机制的制定,加强交流合作,共同促进这一国际河流的可持续发展。本次研究结果可为该河沿岸国家构建“澜湄国家命运共同体”、实现合作共赢提供一些参考。

Based on the development planning and current situation of the Mekong River Basin, this paper analyzes the impact of the cascade development of the main stream of the Lancang River in China on the downstream countries and regions in such fields as drought resistance, flood control, power supply and ecology, systematically summarizes and summarizes the international public welfare effects of the development of the Lancang River, and points out China’s status as the “host country” of international rivers. The problem of the balance of contribution to the cascade development of the Mekong River and Lancang River leads to the coordinated compensation mechanism that countries all over the world pay attention to. Finally, he called on all countries to strengthen exchanges and cooperation to promote sustainable development. The results of this study can provide some references for the rational development of water resources for the countries along the river to build a “Lancang-Mekong community of shared future”.
