The Again Discussion of the Rural Land Ownership

应用制度经济学方法探讨农地所有权制度归属及改革问题。研究发现农地私有制在我国当前农业环境下可能并不适合。农地集体所有制是符合目前农业生产力与生产关系的,但仍需长期不断的完善与创新。未来农地所有制改革的方向可能是农地国管私有制。这种制度同时继承了公有制和私有制的特点,在农地制度中具有强大的潜力与活力。但其实施条件较苛刻,因此实践中仍需进一步探索。

Method of institutional economics has been used to discuss the problem of rural land ownership and reforming. The results show follows: The private ownership in rural land may not be appropriated under the situation of the current agricultural environment. The collective ownership in rural land has cor- responded to agricultural productivity and relation of production on current, but still needs long-term con- tinuous improvement and innovation. The orientation of reforming in future about rural land ownership may be the private under the administration of the state. The public ownership and private ownership have been inherited so the potential power and energy were strong in a rural land institution. However, the conditions of this institution are rigorous and it still needs further exploration.
