乡村振兴背景下农村主体内生动力激发路径研究

乡村振兴战略的实施为农村优先发展提供了历史契机,但也存在着农村人口内生动力发展的不可持续性问题。农村主体内生动力不足已经掣肘了乡村全面振兴的深度推进,需准确把握乡村振兴背景下激发维持农村主体内生动力可持续发展的深刻价值,使其巩固脱贫能力、融合内外部要素、加快农业农村现代化步伐。政策传达与农村主体理解出现错位、天灾弱化了农村主体内生动力的可持续性、基本权力诉求没有得到重视打击农村主体发展自信心等导致农村主体无法生成充足的内生动力。应以增加村干部和农村主体的“培训”和“交流”,发挥一线关键作用、加强灾害防范预警措施,提高农村主体自我发展能力建设、强化农村主体地位,保障基本权力诉求等,找出激发和增强农村主体内生动力的现实路径,为加速全面推进乡村振兴步伐提供理论基础。

The implementation of the rural revitalization strategy provides a historical opportunity for the priority development of rural areas, but there is also an unsustainable problem of endogenous driving force development of rural population. The insufficient endogenous motivation of rural subjects has hampered the in-depth promotion of the comprehensive rural revitalization. It is necessary to accurately grasp the profound value of stimulating and maintaining the sustainable development of rural subjects’ endogenous motivation under the background of rural revitalization, so as to consolidate the ability of poverty alleviation, integrate internal and external factors, accelerate the pace of agricultural and rural modernization. The dislocation of policy communication and understanding of rural subjects, the natural disasters weakened the sustainability of rural subjects’ endogenous driving force, the basic power demands were not paid attention to and the development of self-confidence of rural subjects was hit, which resulted in the rural subjects unable to generate sufficient endogenous driving force. It is necessary to increase the “training” and “exchange” of village cadres and rural subjects, play a key role in the front line, strengthen disaster prevention and early warning measures, improve the self-development capacity building of rural subjects, strengthen the status of rural subjects, and guarantee the basic power demands, so as to find out the practical path to stimulate and enhance the endogenous power of rural subjects. It will provide a theoretical basis for accelerating the pace of rural revitalization.
