京津冀生态协同发展对策研究

Countermeasure Research on Beijing-Tianjin-Hebei Region’s Ecological Coordinated Development

京津冀协同发展作为重大国家战略,生态协同发展是其中具有重大意义的率先突破点,习近平总书记多次强调,京津冀地区要加强生态环境保护合作、强化生态环境联建联防联治。文章通过厘清“两山”理念的本质要求及重要体现,再认识“两山”理念的丰富内涵,分析了京津冀生态协同发展的必然性,并提出要在“两山”理念的指引下,通过布局区域产业体系、建立区域生态治理体制、提高市场化运作水平等措施,以推动京津冀生态协同发展迈上新台阶。

The coordinated development of Beijing-Tianjin-Hebei region is the important national strategy, its ecological coordinated development is the key of breakthrough point. President Xi stresses Bei-jing-Tianjin-Hebei region should strengthen cooperation of ecological environment protection and joint control and management. The paper interprets Two Mountains Theory’s essential require-ment, important embodiment and its rich connotation, analyzes necessity of ecological coordinated development of Beijing-Tianjin-Hebei region. For promoting regional ecological coordinated devel-opment up to a New Stage, author provides three countermeasures: Layout green industry system, establishes regional ecological governing system and improves marketization level.
