改革开放以来,我国的土地资源配置市场化监管机制得到了空前的发展与完善,但在征地制度、土地市场管理、财政配套政策、政府角色定位等方面也存在诸多问题,因此有必要按照依法、可操作、系统性的原则对其进行完善,具体措施应包括完善土地征用制度、建立高效精干的土地监管体系、改革财政税收配套制度、增强国家宏观调控能力、规范政府管理行为等。
