摘要
本文介绍了日系施工企业项目总承包管理模式特点,包括设计优先参与施工管理、PDCA模式和5S活动贯彻项目周期等,分析了在工程总承包大趋势下我国工程总承包企业项目管理存在的问题,中国建筑企业需要学习日系建筑企业进一步优化组织和管理模式,增强咨询服务、设计和融资功能建设,加强知识管理,增强设计实力,优化技术人员管理,运用和推广新技术和新材料;分析了目前国内工程总承包模式的法律问题,包括国内工程总承包组织立法构架缺失,政府对建设项目的监管模式僵化,无法适应工程总承包的发展等,并提出应对之道,即在有BIM和整体装配式项目下先行先试联合体投标,政府部门和立法机关应当不断借鉴国际立法经验完善工程总承包合同示范文本和管理办法。
This article introduces the characteristics of the EPC management mode of Japanese construction companies, including design priority participation in construction management, PDCA mode and 5s activities to implement the project cycle, etc., and analyzes the existing problems in project man-agement of Chinese general contracting enterprises under the general trend of project contracting. Chinese construction enterprises need to learn from Japanese construction enterprises to further optimize the organization and management model, strengthen the construction of consulting ser-vices, design and financing functions, strengthen knowledge management, strengthen design strength, optimize management of technical personnel, apply and promote new technologies and new materials. It addresses the legal issues of the current domestic general contracting model, in-cluding the lack of a domestic engineering contracting organization's legislative framework, the government's rigid regulatory model for construction projects, and inability to adapt to the devel-opment of general contracting projects. The solution is suggested that the pilot consortium bid should be taken with BIM and Integrated assembly project. The government departments and the legislature should continue to learn from international legislative experience to improve the model text and the management measures of the general contracting contract.
