湘鄂渝黔省际边境民族地区非物质文化遗产保护性旅游开发研究

Research on the Protective Tourism Development of Intangible Cultural Heritage in the Border of Xiang-E-Yu-Qian Provincial Ethnic Minority Areas

湘鄂渝黔省际边境民族地区非遗资源十分丰富,加强非遗资源的传承保护及文旅融合开发,是该地区落实科学发展观,实现脱贫致富的战略选择。文章通过对湘鄂渝黔边区非遗资源赋存的系统梳理获知:该地区非遗资源分布广泛、品质优良;非遗资源旅游功能多样、康体时尚;政府大力主张传承保护非遗资源。较为客观地分析了当地非遗旅游开发现状:非遗旅游开发的实践探索、非遗旅游开发实践对当地旅游经济的贡献及文旅企业在非遗保护性旅游开发中表现出的责任担当,简要分析了非遗旅游开发存在的问题。在此基础上,提出了该地区非遗资源保护性旅游开发的总体思路:依法依规对非遗资源进行保护性旅游开发;建立并完善非遗保护性旅游开发合作机制;建立综合性非遗旅游基地;建设个性鲜明的非遗旅游特色小区(镇);打造非遗节庆区域旅游品牌;强化非遗文旅市场营销推广。

The Border of Xiang-E-Yu-Qian Provincial Ethnic Minority Areas is rich in intangible cultural her-itage resources. To strengthen intangible cultural heritage resources’ inheritance protection and cultural tourism’s integration and development is the strategic options of not only implementing the scientific outlook on development but also getting rid of poverty and becoming rich. This article teases out the existence of intangible cultural heritage in the border of Xiang-E-Yu-Qian Provincial ethnic minority areas. The intangible cultural heritage in that area is widely distributed and of best quality. The intangible cultural heritage resources tourism is multifunctional, healthy and fashionable. The government strongly advocates inheriting and protecting intangible cultural her-itage resources. The article is reviewed objectively the practice and exploration of local intangible cultural heritage tourism development, the contribution of intangible cultural heritage tourism development practice to local tourism economy, and the responsibility of the cultural tourism en-terprises taken in the development of intangible cultural heritage tourism. On the basis, the gen-eral idea of protective tourism development of intangible cultural heritage resources in this area is put forward: to develop protective tourism for intangible cultural heritage resources in accordance with laws and regulations;to establish and improve a cooperation mechanism for developing intangible cultural heritage tourism;to establish a comprehensive intangible cultural heritage tourism base;to build a distinctive community (town) with intangible cultural heritage tourism characteristics;to build a regional tourism brand for intangible cultural heritage festivals;to strengthen marketing and promotion of cultural tourism in intangible cultural heritage.
