乡村振兴背景下农村闲置宅基地盘活机制与实证

The Revitalization Mechanism and Demonstration of Rural Idle Homestead under the Background of Rural Revitalization

在当前乡村振兴背景下,深入分析农村宅基地闲置及盘活机制,科学盘活闲置宅基地,对释放宅基地资产价值,促进城乡融合发展具有重要意义。本文从农村宅基地为何闲置、为何盘活和如何盘活3个方面构建农村闲置宅基地盘活机制理论逻辑框架,以山东省肥城市五埠村为例,实证乡村振兴中通过农村闲置宅基地和农房盘活利用、乡村产业发展,实现了村庄环境升级、集体农户增收和城乡融合发展,取得了良好的社会效益和经济效益。

In the context of the current rural revitalization, in-depth analysis of the idle and revitalization mechanism of rural homesteads and scientific activation of idle homesteads are of great significance to release the value of homestead assets and promote the development of urban and rural integration. This article constructs a theoretical and logical framework for the revitalization mechanism of rural homesteads from three aspects: why rural homesteads are idle, why revitalize them, and how to revitalize them. Taking Wubu Village, Feicheng City, Shandong Province as an example, this paper demonstrates that rural revitalization uses idle homesteads and farm houses in rural areas, invigorates utilization and development of rural industries, realizes the upgrading of the village environment, the increase of collective farmers’ income and the development of ur-ban-rural integration, and achieves good social and economic benefits.
