摘要
2020年9月21日,国务院正式同意设立中国(湖南)自由贸易试验区,并锁定了长沙片区、岳阳片区和郴州片区,其中,湖南城陵矶新港区所在的岳阳片区的城陵矶综合保税区是岳阳乃至湖南开放崛起的龙头,是“一带一路”的重要节点,也是通江达海的新增长极以及湖南对外开放的桥头堡。本文以城陵矶综保区在新形势下如何推动开放型经济发展为研究对象,分析了综保区出口的产业构成、现状、发展前景,特别是目前存在对经济增长的贡献率未达到潜在水平,出口的商品处于价值链的下游,知识产权的监管不到位,农产品安全质量问题突出,环境保护自觉性不强,质量管理体系未与国际接轨等六大问题,提出了针对性的解决措施。
On September 21, 2020, the State Council formally agreed to set up China (Hunan) free trade area, and specified the Changsha city, Yueyang city and Chenzhou city. Among them, Chenglingji Com-prehensive Free Trade Zone in Yueyang, where Hunan Chenglingji New Port Area is located, is the leader of the opening and rising of Yueyang and even Hunan. It is key to the Belt and Road Initia-tives, and is also a new growth pole and bridgehead of Hunan’s open economy. In this paper, how to promote the development of open economy in Chenglingji Comprehensive Free Trade Zone under the new situation is taken as the research object. This paper analyses the export structure, industrial structure, present situation and development prospect in the comprehensive free trade zone, and finds six main problems: the contribution rate to economic growth does not reach the potential level;exports are lower down the value chain;the system of intellectual property pro-tection is imperfect;the problems of safety quality of agricultural products;the environmental protection consciousness is not strong;the quality management system is not in line with interna-tional standards. To solve these problems, the author puts forward some solutions.
