重大突发公共卫生事件中政府公信力的困境与路径优化——基于施信与受信的双维度视角

The Dilemma and Path Optimization of Government Credibility in Major Public Health Emergencies—Based on the Two-Dimensional Perspective of Trustor and Trustee

重大突发公共卫生事件以其传播广泛和危害复杂等特点成为政府当前治理的重难点之一。能否有效应对重大突发公共卫生事件直接影响政府在社会公众眼中的形象,政府公信力的高低也决定了重大突发公共卫生事件的应对效率和公众的配合度。本文从施信与受信的双维度视角对政府公信力展开分析,探讨政府公信力与重大突发公共卫生事件的互动关系。提出解决重大突发公共卫生事件中政府公信力的困境,从信息资源整合和信息公开、强化体制机制建设和部门协作、加强政民互动互信以及网络舆情应对与监管四个方面实现路径优化。

Major public health emergencies have become one of the most important and difficult problems for the government to deal with because of its wide spread and complex harm. Whether the gov-ernment can effectively deal with major public health emergencies directly affects the image of the government in the eyes of the public. The level of government credibility also determines the re-sponse efficiency and public cooperation degree of major public health emergencies. This paper analyzes the government credibility from the perspective of trustor and trustee, and discusses the interaction between government credibility and major public health emergencies. This paper proposes to solve the dilemma of government credibility in major public health emergencies, and optimize the path from four aspects: information resources integration and information disclosure, strengthening the construction of institutional mechanisms and department cooperation, strengthening government and people interaction and mutual trust, and network public opinion response and supervision.
