摘要
随着中国特色社会主义进入新时代,党中央对干部考核工作有了更高的要求,新修订的《干部考核条例》强调把政治标准放在考核首位。基层作为一切工作的落脚点,基层科员的政治素质更是不容忽视,对基层科员的政治考核有利于纠正其政治偏差行为,提高服务水平,塑造良好的政府形象。本文主要以期望理论和强化理论为基础,针对基层科员的政治偏差行为建构了专项性与嵌入式考核指标,利用专项性指标纠正基层科员的政治偏差行为,利用嵌入式指标对基层科员的政治行为进行长期规范,并运用层次分析法对考核指标进行科学量化,提高指标的可操作性。
With the socialism with Chinese characteristics entering a new era, the Party Central Committee has higher requirements for cadre assessment. The newly revised “Regulations on cadre assessment” emphasizes that political standards should be placed in the first place. Grassroots as the foothold of all work, the political quality of grass-roots civil servants cannot be ignored. The political assessment of grass-roots civil servants is conducive to correcting their political deviation behavior, improving service level and shaping a good government image. Based on the expectation theory and reinforcement theory, this paper constructs the special and embedded assessment indicators for the political deviation behavior of grassroots civil servants. The special indicators are used to correct the political deviation behavior of grassroots civil servants. The embedded indicators are used to standardize the political behavior of grassroots civil servants for a long time. The analytic hierarchy process is used to quantify the assessment indicators scientifically and improve the operability of the indicators.
