Formation Process of the Japanese Foreign Language Strategy in the Context of Globalization: A Study Based on Multiple Streams Model

本研究基于公共政策学视角,运用美国政策学家Kingdon提出的多源流模型,对日本外语战略体系中的基本政策与强化政策的形成过程(即如何进入政府议程并得以颁布实施)进行动态分析,旨在从学理上揭示日本外语战略形成的内在机制和深层动因。本研究有助于深化研究者对于外语教育政策制定过程规律的理解。

Using the Multiple Streams Model proposed by the American policy researcher Kingdon, which is popular in public policy studies, this paper makes a dynamic analysis of the basic policy and con-solidation policies constituting the Japanese foreign language strategy, aiming to reveal the internal mechanism and motivation regarding the formation of the Japanese foreign language strategy. This study is supposed to help people better understand the dynamics of the formation process of foreign language education policies.
