防疫视角下乡村旅游目的地村委会叠加管委会职能的管理创新

The Management Innovation of the Village Committee Superimposing the Functions of the Management Committee in the Perspective of Epidemic Prevention

新型冠状病毒肺炎(COVID-19)突发性疫情严重影响社会稳定,对人类的健康构成重大威胁。旅游业受疫情冲击严重,造成停摆。其中,乡村旅游目的地与城市相比,在管理水平、基础设施、防疫应急性物资储备、物流、医疗设施及救治等方面存在客观差距。如何在乡村旅游目的地建立相应应急管理体系,对乡村旅游目的地村委会提出了新的挑战。本文通过防疫体系与村委会叠加管委会职能体系维度解构其动力机制研究,解析乡村旅游目的地村委会与防疫防御体系构建的相互关系与作用机制,探讨乡村旅游目的地村委会职能模糊的表现及成因,旨在为乡村旅游实现可持续发展提供参考意见,并进一步从防疫视角,对乡村旅游目的地村委会叠加管委会职能创新提出有效对策。

The sudden outbreak of COVID-19 seriously affects social stability and poses a major threat to human health. The tourism industry has been hit hard by the pandemic, resulting in a shutdown. Among them, there are objective gaps between rural tourism destinations and cities in terms of management level, infrastructure, epidemic prevention and emergency supplies, logistics, medical facilities and treatment. How to establish the corresponding emergency management system in the rural tourism destination is a new challenge to the village committee of the rural tourism destination. Based on the superposition of epidemic prevention system and the village committee functions of the ac system dimension to deconstruct its dynamic mechanism research, analyze rural tourism destination, the village committee and the relationship of the epidemic prevention system construction and function mechanism, discusses the performance and the causes of rural tourism destination, the village committee function fuzzy, this paper aims to provide a reference for the sustainable development of rural tourism, and further from the perspectives of epidemic prevention, to put forward effective countermeasures for rural tourism destination village committee superimposed management committee function innovation.
