中国共产党组织力作为中国共产党动员、组织和整合人民群众、党员干部以及社会组织以贯彻落实党的路线方针政策的力量,主要包括政治引领力、组织协调力、社会动员力等。“两弹一星”工程作为中国共产党领导组织的大科学工程,其政治管理体系、行政管理体系和技术管理体系有机结合组成的三位一体模式,是中国共产党人的独有创新。在中国共产党领导下,已经基本形成了较为完备的集中型大科学体制,这种体制在整合国家各方面资源、进行重大科研项目攻关的过程中发挥了显著作用,具有明显的体制优势。未来,应借鉴和发挥好三位一体管理模式的效能,走好科技自立自强之路,探索和构建好关键核心技术攻关新型举国体制。

The organizational power of the Communist Party of China is the driving force to mobilize, organize and integrate the people, party members and social organizations, which ultimately implement the Communist Party’s principles and policies. It mainly includes political leadership, organizational coordination, and social mobilization. As a major scientific project organized by the leadership of the Communist Party of China, the “two bombs and one satellite” project is a unique innovation of the Communist Party of China, which organically integrates the political management system, administrative management system and technical management system. Under the leadership of the Communist Party of China, a relatively complete centralized big science system has been basically formed, which has played a significant role in the process of integrating resources from all aspects of the country to tackle key problems in major scientific research projects. This mode has obvious institutional advantages. In the future, we should learn from the effectiveness of the trinity management model, encourage independent research in science and technology, and explore and build a new nationwide system for tackling key and core technologies.
