摘要
公共部门在人力资源管理过程中将部分职能外包出去,可以专注于重点工作,提高效率。然而在外包过程中,因公共部门的特殊性、不完善的政策环境和外包商自身的原因,造成我国公共部门人力资源管理过程中面临诸多问题,例如对外包的认识不足、相关法律法规不完善、外包风险较大以及外包商素质和能力不足。针对这些问题,本文探析通过对外包理念进行明确、完善相关法律法规、增强外包商素质,提高服务能力和水平以及健全公共部门同外包商之间的沟通协调机制来解决问题,为公共部门人力资源管理探索外包模式。
The public sector outsources some functions in the process of human resource management, which can focus on key work and improve efficiency. However, in the process of outsourcing, due to the particularity of the public sector, the imperfect policy environment and the outsourcers’ own reasons, China’s public sector human resource management faces many problems, such as insufficient understanding of outsourcing, imperfect relevant laws and regulations, high outsourcing risk and insufficient quality and ability of outsourcers. In view of these problems, this paper analyzes how to solve the problems by clarifying the outsourcing concept, improving relevant laws and regulations, enhancing the quality of outsourcers, improving service ability and level, and improving the communication and coordination mechanism between the public sector and outsourcers, so as to explore the outsourcing mode for human resource management in the public sector.
