Influencing Factors and Logic of the Outbreak of Special Management Policy for Off-Campus Training Institutions

政策爆发描述的是公共政策在短期内大规模快速扩散的过程。本文以校外培训机构专项治理政策的省际扩散为研究对象,运用回归分析方法,分析该政策爆发式扩散的影响因素及逻辑。影响因素:政策背景维度议题显著性在0.01水平通过显著性检验;政策属性维度政策兼容性与政策爆发显著正相关;媒介维度中央指示、横向学习机制及中央强制压力均通过显著性检验且中央指示影响力最大;爆发逻辑:议题显著性与政策兼容性,使得政策“跨时序”采纳;纵横向府际互动及中央强制推行,使得政策“加速度”采纳。

Outbreak of policy describes mass rapid diffusion process of public policy in the short term. This paper focuses on the inter-provincial diffusion of special governance policies for off-campus training institutions, and uses regression analysis method to analyze the influencing factors and logic of the explosive diffusion of the policy. Influencing factors: the significance of the policy background dimension passed the significance test at 0.01 level;policy compatibility is positively correlated with policy outbreak in policy attribute dimension. Central instructions, lateral learning mechanism and central coercive pressure in media dimension all passed the significance test, and central instructions had the greatest influence. Outbreak logic: Salience of issue and policy compatibility make policies adopted “across time”;vertical and horizontal inter-governmental interaction and central implementation make policies adoption “accelerated”.
