摘要
举国上下如火如荼地推进乡村振兴战略之际,基层乡镇机关是联结群众的重要纽带,也是乡村振兴战略有效推进的主要力量。基层乡镇干部作为乡镇机关的生命力,对乡镇干部为主的人员进行有效管理是很有必要的。本文通过对国内外相关文献的研究,以及D县的实地调研情况;结合当地基层乡镇机关人力资源管理的现状,根据基层乡镇干部工作性质的不同和工作内容的差异以及工作强度的大小等的分析;针对基层乡镇机关人力资源管理中存在的人员招录不足,人员培训效果不佳,干部福利待遇有待提高,干部绩效考核不见效等问题,提出了基层乡镇机关人员招聘形式多样化,干部培训常态化,保障干部福利待遇,考核维度要多元化,考核方式要多样化等解决对策。
While the whole country is advancing the rural vitalization strategy in full swing, the grass-roots township organs are an important link connecting the people and the main force for effectively promoting the rural vitalization strategy. As the vitality of township cadres at the township organs, it is necessary to effectively manage the township cadres. This paper is through the study of the relevant papers at home and abroad, and the field research situation of D County, combined with the current situation of the human resource management of the local grassroots township organs, according to the different nature of the work, the work content and the size of the work intensity. Problems such as insufficient personnel recruitment, poor personnel training effect, unimproved welfare treatment of cadres, and ineffective performance appraisal of cadres have put forward the diversification of personnel recruitment, normalized cadre training, guarantee of welfare treatment of cadres, diversified assessment dimensions and diversified assessment methods.
