摘要
智能居家养老PPP项目是政府通过引入社会资本的方式实现智能居家养老项目的共同投资、建设和运营、利益共享和风险共担。政府通过组建城投公司,结合社会资本力量,联合成立项目公司负责对项目的开发,项目公司通过EPC承包的方式对项目进行建设和运营。为避免前几年盲目上马、无序发展的基础设施建设,我们倡导以PPP模式构建中国式智能居家养老的综合服务平台,在项目的准备、采购、执行、移交等全生命周期阶段可能存在的法律风险问题,通过完善立法协调法律制度之间的冲突,建立绩效评价体系,对智能居家养老项目进行相应的绩效评价,保障老人居家养老的生活品质水平,达到立法有保障,服务平台运行保持平稳,使用者付费能够做到持续性。引导现有建筑行业转型进入全面智能居家养老改造这一巨大的蓝海市场,拉动新的增长点,解决当前发展的困局。
