灵活就业人员的社会保险问题探讨及对策研究

摘要 在新的发展阶段,完善灵活就业人员的社会保险制度对于建立多层次的社会保障体系,促进经济高质量发展至关重要。灵活就业人员社会保险制度当前主要存在缴费基数与费率偏高、社会保险范畴有限、社会保险接续困难、社会保险基金运行效果不佳、以及灵活就业人员参保积极性不高等主要问题,在深入剖析其中的原因后,本文提出降低社会保险费率,扩大社会保险覆盖范围、健全社会保险关系转移接续制度、构建灵活就业人员权益保护渠道、强化社会保险基金运营与监管、提高灵活就业人员参保意愿等对策,以完善灵活就业人员的社会保险制度。 In the new stage of development, improving the social insurance system for flexibly employed persons is crucial to the establishment of a multi-level social security system and the promotion of high-quality economic development. At present, the social insurance system for flexibly employed persons mainly has the main problems of high contribution base and rate, limited scope of social insurance, difficulties in social insurance continuity, ineffective operation of the social insurance fund, and low motivation of flexibly employed persons to participate in the insurance system. After analyzing the reasons, this paper proposes countermeasures such as reducing social insurance premium rates, expanding the scope of social insurance coverage, improving the system of transferring and connecting social insurance relations, constructing channels for protecting the rights and interests of flexibly employed persons, strengthening the operation and supervision of social in-surance funds, and increasing the willingness of flexibly employed persons to participate in insurance, so as to improve the social insurance system for flexibly employed persons.
