基于双碳目标的陕西省绿色发展水平测度研究

Research on Measuring the Green Development Level of Shaanxi Province Based on the Dual Carbon Targets

为解决气候问题与环境质量,加快形成绿色生产生活方式,促进经济高质量发展,促进人类健康发展,文章以实现“双碳”目标为重点,以绿色发展评价为方向,依据文献资料与国家政策文件从绿色生产与产业、绿色生活与社会、绿色生态与自然三方面构建指标体系框架。在指标测度部分,利用熵权法和因子分析法两种方法确立陕西省各地绿色发展水平。以2010到2020年陕西省10个城市面板数据为研究对象,得出陕西省各地级市绿色发展综合水平排名,分析相关绿色发展时空演变过程,从结果发现:陕西省总的绿色发展水平从2012年到2020年保持明显的进步趋势,咸阳、安康两地进步较明显,延安退步程度较大。最后,得出政策建议:1) 坚持“先立后破”,实现能源转型;2) 建立协同产业链,实现资源高效利用;3) 全方面促进生态文明建设。In order to address climate issues and environmental quality, accelerate the formation of green production and lifestyle, promote high-quality economic development, and promote healthy human development, this paper focuses on the realization of the “double carbon” goal, takes green development evaluation as the direction, and builds the framework of indicator system from green production and industry, green life and society, and green ecology and nature based on literature and national policy documents. In the indicator measurement part, two methods, the entropy weight method and factor analysis method, are utilized to establish the level of green development across Shaanxi Province. This paper takes the panel data of 10 cities in Shaanxi Province from 2010 to 2020 as the research object, derives the ranking of the comprehensive level of green development of each prefecture-level city in Shaanxi Province, and analyzes the related spatio-temporal evolution process of green development, and finds from the results that: the total level of green development in Shaanxi Province maintains an obvious progress trend from 2012 to 2020, with the more obvious progress in Xianyang and Ankang, and a greater degree of regression in Yan’an. Finally, policy recommendations are drawn: 1) Adhere to “establish before breaking” to achieve energy transformation;2) Establish a synergistic industrial chain to achieve efficient use of resources;3) Promote the construction of ecological civilization in all aspects.
